I am a citizen of Jerusalem. This is how God has recorded believers. If they go into the Book of Life, than believers are also recorded in His registry as citizens of Jerusalem with the right to come and go. The Lord will inscribe that each believer was born there. We see this in Psalm 87.1-6:
Psalm87.1 On the holy mount stands the city he founded; 2 the Lord loves the gates of Zion more than all the dwelling places of Jacob. 3Glorious things of you are spoken, O city of God. Selah 4 Among those who know me I mention Rahab and Babylon; behold, Philistia and Tyre, with Cush— “This one was born there,” they say. 5 And of Zion it shall be said, “This one and that one were born in her”; for the Most High himself will establish her. 6 The Lord records as he registers the peoples, “This one was born there.” Selah
In the Book of Revelation we see New Jerusalem come down, and it describes those that will enter the city. Rev21.27 But nothing unclean will ever enter it, nor anyone who does what is detestable or false, but only those who are written in the Lamb’s book of life.
