The Bible tells us that all of our rulers come from and are ordained by God. The Bible also states that God sets up the basest or lowest of men over us Daniel2.17 The sentence is by the decree of the watchers, the decision by the word of the holy ones, to the end that the living may know that the Most High rules the kingdom of men and gives it to whom he will and sets over it the lowliest of men.’

This is one of the mysteries of the Bible and it tells us why we get so many poor leaders. God uses them for His purpose and when that purpose is achieved God removes them. God’s purpose could be for correction, wrath, or blessing and His purpose determines the type of leader that we get and deserve.

Romans1.13 Let every person be subject to the governing authorities. For there is no authority except from God, and those that exist have been instituted by God.

Order in the state and the authorities that enforce that order are of divine origin; they would not be there without that. But if the state exceeds its lawful function, if it plainly directs subjects to actions that are wrong, then that is another matter. Jesus said that we are to render to Caesar only the things that are Caesar’s, for we are to render to God what is God’s Mark12:17, and Christians have always understood that “We must obey God rather than men!” Acts5:29. Paul does not say this in set terms, but that is a legitimate deduction from his view of the state’s delegated authority, which is all that it has.

Here are some other verses that speak to God’s authority over who becomes our leaders: Titus3.1, Daniel2.21, Daniel4.17, John19.11, 1Peter2.13
